Who Ghost is
A classic sheet ghost lit from inside, and almost none of the moods are frightening. He waves, dances badly, carries a lantern, and at one point sits down with a book looking miserable. The scariest thing available is a point, and even that reads as told-off rather than haunted.

Halloween, obviously, but the range is wider than that. The trick-or-treat and pumpkin-friend moods date it to October; the rest work any time you want a narrator who is technically dead and completely harmless.
